The city council was rather quiet for the historic event about to take place. The half-circle table seem to slither around Lex Luthor, now in a cream colored suit. The mayor was reviewing the necessary papers that Luthor would need to sign to get the city. The mayor was taking his time in handing them over.
"We are unable to come to a consensus, Mr. Luthor. We can't get a unanimous vote.."
"Who's the straggler?" Lex said without obvious interest.
The mayor glanced to his far right, but gave no name.
An elderly gentleman, a cane resting up against his chair, spoke up quickly in his hoarse voice.
"That's OK. Don't stand up for me. I can do it."He said with strain, raising into the air, leaning heavy on his cane.
"Henry don't.." The mayor started.
"Now stop. I'm one of the oldest people in Gotham. I've never left this city and I served it for 25 years as a firefighter and I'm entitled to my peace." He let out a lacking cough that made Luthor flinch.
"Now see here," He said, addressing Lex. "I don't have a 200 IQ. But it doesn't take a genius to see your trying to take this city straight into hell. These others types might be fine with that. They can move. I can't survive a move..."
"Now sir, I was aquitted.."
"Quiet! You aren't getting through to me with your talk! Your a madman! I've never left Gotham, and I've never had the pleasure of meeting him but Superman oughtta hall your ass back to wherever you came from."
"Where is he now old timer? He hasn't been seen for what..3 years. I am an innocent man. I stand here, giving you the keys to a kingdom and you're tossing back in my face. All you can say is Superman. An empty promise is an equivalent. I have a pure pledge to drag this city, kicking and screaming if need be, back from the brink." He said as if it were a prepared speech.
His "attack" on the old man lasted 10 more minutes before the cave in. The papers were signed. The deal was made. Gotham was Lex Luthor's oyster.
